I'm just trying to replace a pic in a template with a pic from the online material but I keep getting this message.

OK. What this error is telling you is that you are trying to add an object to a layer that is locked and/or invisible.

SO, open the Page & Layer Gallery and see what layer is selected. Most likely you are trying to import the image to the MouseOver layer which is hidden (the red eye icon) by default. And if you add the image to that layer, it will not appear on your website.
