What can the issue be?
Xara and PDF-XChange Viewer display correctly (I suppose). Adobe reader doesn't. Maybe some rights problem with the included font subset?
I reckon that PDF-XChange does what Foxit does, that is, substitute the missing fonts.
The fonts are not embedded properly (at all, actually). Either embed the fonts properly, make a copy and change the type to editable shapes, or choose to convert the type to editable shapes upon PDF exporting.
But even with the font as is in the Xara file, and without me installing them, one can produce a proper PDF.

How does one embed the fonts?
I don't know what is possible in your Xara application, nor exactly how to do so in it if possible.
The screen shot below is from XDP. If those choices are not in your Xara application and if while exporting to PDF the Convert to editable objects is, then use that. If that option is not available, then make a copy of the page or the file and convert the text to editable shapes.
