How to make decal side of paper?

Questions for people whom involved in typography business. How to make a sticky (decal) side of the paper (vynil or fabric)? Does it makes on some special printers on the ordinary basis or to get a stick paper need to buy whole decaled papers...

Hi,
I buy clear mailing labels from Staples and use them they are for Inkjet Printers, but the ink isn't water proof, I spray the finished sheet with acrylic sealer from art store to water proof. This works but is still not 100% as in time the acrylic breaks down and ink comes off.
