Background behind transparent portions of png attaches and moves with png on scroll. This does not happen in WD9, but does in WD10 & WD11. Does anyone have a fix for this? See attached photo. Circular Logo should be free floating, and should not have moved a square of background on scroll.

Can you upload an example design file. I tried that but it works in my case. Are you sure you have set the image options to PNG?

In a browser viewport, right-click on the round log and view its Properties.
It will be a JPEG, almost for certain.

Check your View Quality setting: "Bitmaps are output at the current view quality so for best results make sure that "Window" > "Quality" or the slider on the Standard control bar is set to anti-aliased."

For sure you have more than 1 png... intersection, grouping, export, clipped.

If you deselect everything and only have the supposed png selected,
and then export it as png and you don't have just the logo, you'll know
then that you goofed somewhere.

You nailed it. The image was set to "let Xara decide" rather than "PNG". Changed it to "PNG", problem solved.
