What, if anything is different when publishing the website to the internet if on the pages and layers gallery each item is locked versus not locked before publishing.

What you see when you preview the site in Xara is what will be published.

Locking a layer or object is for design aid purposes only.
For example, locking a photo to the page prevents accidental movement during design.

Well, in a way it is. It prevents you from accidentally moving or deleting something.
