Problem with arranging layers

Hope this is the correct placement for this post.

For some reason, I am now unable to arrange layers either forward or behind, in front or back. Am drawing blanks on this one. Downloaded V10 trail (might as well check it out to see if worthy to upgrade) but have the same problem. Can't arrange the layers.

Any help.

Update: Seem to have gotten the problem corrected.

if you want to move an actual layer you drag it to the new position in the layer gallery, letting go of the mouse when the cursor turns to a rectangle+arrow

there may be other ways but as far as I recall all the other move commands are for objects not layers

Just got it corrected. Don't know why, but seems to work fine. Thanks for the reply, tho.
