Hi Mike,
Open the folder "C:\Users\<YourAccountName>\AppData\Local\Xara\Pag eLayoutDesigner\10.0" (replacing <YourAccountName> appropriately)
Then delete the "hotkeys.ini" file.
Be careful to delete only that file!

...I did a search for .ini files in the P&LD folder and nothing turned up...
Should I just to a re-install?
Does the program run OK after that error message?

I'm stumped. It works properly when I test it here and you are looking in the place where I'd expect the file to be.
Please try a re-install. I normally wouldn't recommend that because it usually only fixes the symptoms of a problem, not the problem itself, but in this case it's worth doing if it gets you working again.

As a point of interest I don't have a hotkeys.ini file either. Persumably because I use the default hotkeys. Did you use changed or default hotkeys LGF?

I'd be inclined to run a repair first before a reinstall, although I am sure Phil had good reason to suggest reinstall [maybe no repair option on P&LD]
the ini file should persist I think once the defaults have been changed even if reset to default - at least that is what appears the case with XDPX - does sound like a corruption somewhere
