Fixed Navigation/Header in Web Design 10 Premuim

Hey Ladies & Gentleman,

I am new to Web Design 10 and new to this forum so please forgive me if this has been answered before.

I wish to create fixed navigation/header like the one in this site: http://www.tobiasblumtritt.de/

For the life of me I cannot figure out how to make the navigation/header stick to the top of the page when scrolling, can anybody help me on how
to do this in Web Designer 10? I would be most grateful.

Let us know if you need any help with this. And also there is a limitation in that navigation bars on a Fixed layer cannot have a mouse over state.
