I just purchased Xara Photo & Graphic Designer 9 but I can't find how to edit the keyboard shortcuts.
Is Xara Photo & Graphic Designer 9 a different program than Xara Designer Pro 9?

Yes, they are different applications:

Going by that list, one of the items one can do in XDP not available in P&GD are modifying keyboard shortcuts.

And I don't think you can edit shortcuts in Photo & Graphic Designer 9.

Mike and Rik have hit this one on the nose. Designer Pro has many more features than Photo and Graphic Designer hence the much higher price tag.

Thanks for your answers, I thought it was the version after Xara Designer Pro, my mistake. Maybe they're planning a stock clearance for Designer Pro too.

Are you saying that Photo & Graphic Designer 10, allows you to edit shortcuts?

Joto is considering to buy DPX 9 and I wanted to make sure that she was aware that DPX 10 is already out.

Just to clarify No Photo and Graphics Designer 10 does not allow the editing of keyboard shortcuts.
