Best Way to Create a Mouse Over Effect

Hello

I was wondering if there is a quick way to make a mouse over effect that does not involve a link so meaning the image might turn to another color without layers or I must create a layer for every mouse over image and must I always use the link to create the mouse over?

Put your mouse over image on the mouse over layer.

The images need to link to something.

You can also create pop-up layers, no need for links. Just an "on roll over" effect which makes a pop-up layer.
