Header question

I have been trying to figure out how to create a header the is wider than the width of my web page of 1024. so that no matter how wide I scale the web page the header is not fixed. Most of Xara's web templates are fixed. Example: http://www.voiceofhope.org/ Can someone point me in the right directions, show examples, etc.

I found the answer to my own question. I took the header background (a scanned image of jagged edge paper) I wanted the torn page effect as my background header, just like http://www.voiceofhope.org/. Anyway I move the header background image to the Page background layer. So now the white header extends across web page and my content is still within the original size of my template.
