It's usually around April time, but since they (xara) have been hiring a bunch of cloud specialists then their are either going to be busy with that project, or that particular project could be a new direction for xara webdesigner, in both cases it might be a few more months.
I think the answer is yes. You have an account where you can download and reinstall extras you have purchased. Any I cannot think of any Xara product releases that are not backward compatible.And, if I upgrade to 10 from 9, what happens to some of the extras I purchased and websites I created in 9? Websites are the .web [or .xar] files so as long as you have them saved locally you will be able to open and work on them in the new version
