I followed the link for details on the update but found only instructions for performing the update.
Is there a link to a list of what was updated?

Xara just say that it's addressing the remnants of that IE11 ftp issue

This seemed like a big update and took a while on my multiple computers.

There have been three altogether, perhaps you missed the other two originally? It only took 30 seconds or so here

I always select the image then ctrl+3 ... you get the export options. Never had a problem.

No, you are definitely missing nothing.
To clarify, and put my neck on the chopping block...

... there is no Save As... for a jpeg.

No chopping block. You're right that for most templates Save/Save As offer only xar format. However, if you're using the Blank Photo template, you can save as a jpg, png, gif or bmp (or xar).
