Xara Web Premium 9 is timing out at 60%...my computer...internet...or Xara?

Your computer and Xara; possibly the Internet if using IE11 without the latest Xara upgrade.

I get it if I have a large Xara file and am running other applications; Xara can be RAM-hungry.
I close other applications and retry.
If that fails, I ensure I have a copy of all my images masters elsewhere and then use Xara to compress my content (Utilities > Optimise all images...).
You can tweak your computer settings a little but more physical RAM is the best approach.

If too big a .WEB / .XAR file, I then consider splitting my site into several smaller design files.
