I have made a welcome sign that I want to have a button so that you can turn off the sign and see the whole site.
How do I do that?

Make the Welcome sign your first page.
Set a click link to go to your first site page.

You can copy your first site page graphics and text behind the welcome and grey them all, just to add gravitas.
