Mouse over on static menu

Is there a way to put a mouseover (or a navbar) on the static menu (example: http://xara-users.info/demos/fixed-top-menu/index.htm ) ?

I would think you should post this on Mr. Ledger's site.

Steve has just linked the text and altered the link colors in Website Properties > Website. These appear to be no more than linked text.
