Default Nav Menu Problems - Bug?

In the process of redesigning a website and I'm having a strange Nav Bar problem.
When rolling over a button, ALL the other buttons change color.
When the button is clicked, a pop up window opens.

I'm using Web Designer 9 Premium and have never had this problem before with previous versions.

This is the third time I've redone the Nav Bar and always with the same result

Am I doing something very stupid or is there a bug in version 9

    Thanks

    UPDATE:

    Think I found the problem.
For whatever reason when this Nav Bar is created, it activates the Pop Up Image feature
which in turn creates a lot of weird symptoms.

Not sure why Pop Up Image is activated, but after 3 tries it did it every time

Are there any pop up layers? Or is the link set to open the page in a New Tab or Window?

No pop up layers and no new pages.

The problem has come back and the image/pop up feature is not enabled

There is a sub-menu on the Stocking Stuffers menu tab but you can't get there

First, try bringing the navigation bar to the front (Ctrl + F) on a few of the pages. Preview the site. If this does not resolve the problem, it might help to rebuild the navigation bar then.

Double click on the nav bar and select Ungroup and Edit Graphics.

Delete all but the Home Page button.

With the Home Page button select, go to the Navigation Bar Tool in the Website Properties fly out menu.

Select Vertical, All Buttons Same Width, and Site Navigation Bar. Click OK.

You might need to edit the text on the buttons and rebuild your sub menus.

Ok...I deleted the last menu and dragged the same nav bar into the page
Same problem with no changes made to the menu what so ever
