RGB trouble

When I'm following a tutorial, the writer always give the RGB number to place in the 3 little blocks. Now when I put a number in, the other numbers change! What causes this? These are supposed to be percentage numbers, right?

They're using color values rather than percentages. Utilities | Options | Units| Color units.

Thanks. I thought about that but went to page options instead. :-( Must have gotten changed somehow after the last update.
