Draw a circle without line.
Create a line of text
Select circle and text
Press Arrange>>'Fit text to curve'
Ctrl select circle, press 'No color' on the colourline.

... and once the text is on the circle use the text tool to adjust font size, word spacing etc. to make the text fit exactly the space you want.

Using text tool to adjust font size will be better option to go with.
