Multiple layers on same page

I've placed a navigation bar on a webpage and have associated it with 10 different layers. I would like for the pop-ups to each come up in the same location on the page. No problem setting up the first layer and having it work with the navigation bar. When I try to set a pop-up for the next layer, it simply replaces the pop-up previously associated with the first pop-up. It seems like the first pop-up is replaced by the second pop-up'

My navigation bar is labeled 1,2,3,4,5 etc. The pop-up test boxes are all to pop-up on the same place on the page, simply replacing the previous pop-up. I'm using Web Designer MX Premium, version 8. Can anyone tell me what I'm doing wrong?
