    The Help states:
    "Smart Quotes

When you type quote ' or double quote " characters, Web Designer 9 Premium will automatically convert these into the more appropriate and aesthetically accurate opening or closing quotes. So this changes 'this' into 'this' and "quotes" into "quotes". It's smart enough to understand the use of single quotes within words to signify missing characters, so that 'don't' becomes 'don't'."

I don't recall seeing how to disable such.

A long time ago I used to quote right and then left for another application.

I now use Windows' Character Map and Select " (U+0022) and Copy back into Xara.
You can do the same with NotePad.

How? And what if you want to use proper curly quotes and apostrophes and inch and foot marks?

if you want to do both, then it's probably best to do what Acorn suggested: leave Xara set at smart quotes and use character map for the 'unsmart' characters - I don't know of an easier way to do both in the program which is not a word processor and I would never dream of attempting to use it for such... note, some fonts may include at least a smart apostrophe if not smart quotes and so with those you could work the other way round, up to a point at least..

if you want to revert xara default to non-smart quotes then change the following registry key [only do this if you are sure you know what you are doing...]

    HKEY_CURRENT_USER / Software / Xara / XtremePro / 8.1 / Options / TextTool / UseSmartQuotes

a data value of 1 is the default for smart quotes, and a data value of 0 will revert the default to non-smart quotes...

the string value of 8.1 in the key string is for XDPX, if you have a different version of the program then it will be a different value there

The other method to use, when you have a numeric keypad is: press and hold the Alt type, type 034, release the Alt key.

U+0027 works for the feet mark and U+0022 for inches.

This cannot be so hard to add as a keyboard shortcut.
