When I make a brush how can I save it for other projects. I have tried saving it with a template but it is gone next time I open the template.

Welcome to TalkGraphics Richard
If you have a brush stroked path, just name and save the document. Open the document when you want to use the brush.
You can add brush strokes to this document to create a library of your brush strokes.
Once you open the document with your custom brush strokes, you can access and apply the custom brushes from any other open document. Just go to the Line Gallery > New Brush Strokes folder and there they are.

What it does not do, I have discovered, is save a modified brush. This may be a bug.

it may only save one variant with a given name - best if you modify to save as new brush
