Navigation Bar fonts change for selected menus and mouse over.

I have a pretty simple nav bar. Font size is set to 24px. When I select the button the font size is 12px, when I mouse over I see both buttons at once. How do I size the back button so it is the same as the front button?

The trick is that the text and background on each layer needs to be grouped together and the layers themselves need to be soft grouped.
