It is very simple issue. When I design new images I need all the time colour pallet at the bottom. If you open new file all is set to basic colour pallet.

    Is this technical possible?

if its a palette in the colour gallery you want then right click on it in the gallery and tick 'show in clour line' and then you can save the blank file as a template

if you want to create a palette of named colours you can put these in a hidden and locked layer in a blank document and again save as a template

if you want colours to carry over when you next open an exisiting file you will need to untick 'delete unused colours and styles when saving' at the bottom of the 'view' tab in options
