I need programming language only for images adding affect- resize ...

so I can lean how to make a program.

As need it for making a project.

Not quite what you requested, but PerlMagick may fit your requirements. This add image extensions to Perl that allow you to do the sort of operations you want on images. You'll need to first learn how to write a program in Perl (for which there are loads of books and websites) and then learn the PerlMagick extensions. The instructions to install PerlMagick on Windows do seem a little complex though.

Have you looked at Processing? Very fast, powerful programming language. Way beyond me
I'm afraid, but I've seen some amazing interactive art produced using it.

I think many programming language can meet your demands. You mentioned Java and Javascript language. Do they work?
