Navar submenu doesn't drop down

Why doesn't the Services submenu in my navbar drop down when I mouseover it in this site under construction (see attachment for XPro7 navbar admin window) ?

Try selecting the navigation bar and bring it to the front. Let us know if this works.

That doesn't work in IE9 or FF11 on my PC. Attached is the xar file if that helps.

Works as it should and the button backgrounds are much better. Thank you so much Gary. What was wrong with my code?

It's really hard to say. It was just faster to start from scratch.
