Repel text within a shape

I realize that you can create shapes that repel text, but is there a way to create a shape that you can fill with text and have that text conform to the shape? My specific intention is for text within an oval for comic book word balloons. I would like to be able to specify a distance from the outer margin of the shape and if there is too much text, increasing the size of the balloon would allow the overflow text to flow in.
