Hmm, what I'm more wondering is whether there's a way to automate it such that every page in the document has it, sort of like Word is able to do.

How do you do that? I don't care about the effect, I just need to create a repeating object (transparent so it's not covering up the content) as the top layer of each page. I could copy and paste, but I'm wondering if there's a less tedious way to do this.
once you have made your object - right click it and select 'repeat on all pages'

Steve - this will only work if all the images are the same size.
If they are, then here's what I would do.
Create a single page to the desired size. Place a solid filled rectangle on the page.
Duplicate the page as many times as you have images.
Drag and drop your images from the desktop or a folder onto each rectangle (hold down the Shift key as you drop the image to drop the image into the rectangle).
Go back to the first page and create a watermark such as shown in my attachment.
Right click on the watermark and from the fly out menu, select Repeat on All Pages.
The watermark will not appear over each image in the exact same position.
Alternatively. Create a single page and drag and drop the images one at a time onto the first photo. The photo will change each time to the new image.
Export each image to your preferred bitmap format (PNG, JPEG) as you create it.
