Pop up Images from transparent Link?

Hello All,
Hope you can point me in the right direction with this.

Have a history trail that needs to go on-line, have created JPEG slides in PS to be pop-ups. I take the slides make them small and place over the map - I then make them 99.9 transparent so you can see the map underneath - however when you click on the miniature JPEG to see the pop-up it of course is transparent !

Is there another feature that allows you to place a transparent placeholder that links to a pop-up image that is not transparent?

Any help appreciated.

I think you will need pop up layers rather than a pop up photo. Each layer will have its own image.
