You can put a 99.9% transparent object over the area (rectangle only) and give that a link. The 99.9% renders the object invisible in the browser.
Update: It appears that XDP7 now allows 100% transparency on objects without losing the ability to link

Except, if you make the "hot spot" object 100% transparent, you can't select it by clicking on it. So, I would go with 99 or 99.+%

I was referring to selecting the object in Xara.
In older versions, even if an object was transparent, you could click to select the object.
But in more recent versions, an object that is 100% transparent can only be selected in Outlines View or by pressing the Tab key to cycle though the objects on the page.

I've changed browser so that would explain the apparent change. Back to 99.9% Easier for editing as well.Some browsers will ignore 100% transparent objects
