Your video tutorial reminds me of a tutorial I did in 2001 http://www.xaraxone.com/tutorials/jul01/index.htm
I tried to capture the reflections on the glass tubing as well as the neon glow. It was my best effort at neon. (Preview the image to see the neon effect).

Excellent effect Gary!
Would a neon sign not work better on a dark background, since a neon sign is rarely seen in daylight?
