no reason Frank, except that you are limited to loading only certain number of brushes for practical reasons, and you are limited to only a certain number of templates that will show up in the 'new file' menu as well
so go adding brushes to the template, you risk slowing down the program unless you remove some from the brush folder anyway - granted the odd one will not make much difference, but several probably will

if you clear your program brush folder and load them all as you need them, 'default' or otherwise that's a fair solution - setting up 'brush sets' in a single file is good too
I keep asset in a structured file system that is common and easily importable to all graphics programs that I use - but the principle is the same

I admit I'm out of my area of expertise here. I don't collect brushes myself, so this need to organise them in this way seems odd to me, or at least unfamiliar (especially the limitations of brush stockage). If I need a brush for a dotted line I either use the default supplied (which in this instance is clearly not going to be the case) or I create one. But, each to his/her own method. I'm listening to Lady Gaga and thinking about feather, leather and very pointy shoes...
