Please help! .scr to .txt

I'm trying to edit a file and convert it from .scr to .txt, but I can't. If I add .txt to the end it just makes it "Video.txt.scr". Please help! I'm trying to play a game (Dead Island) but can't because of the lag and I'm trying to manually lower the graphics since I can't in-game.

The .scr file I see (Google search) is a Windows screen saver file. Can you explain what it is you are trying to achieve.
