Multiple pop-ups per page

I have made a new layer and added a text box which pops up when the mouse is hovered over text.
However, I wish to have around 5 of these additional text box pop ups on this specific page eg when the mouse is hovered over a specific image, other text ext.
Do I need to make a new layer for every pop-up box? I cant find a way to put all the pop-up boxes onto 1 layer and differentiate them. I have tried names but all the 5 boxes show up every time?

You are correct, you need to create a separate layer for each pop up.
