Internet access at startup

I have ver 7 running on Win 7. When I start the program there is a brief flicker of a window in the upper right just as the program finishes loading. It looks like the program is going on-line but I cannot tell because it is so fast. Does the program automatically go on-line at startup and is that optional?

Yes it connects to Xara (somewhere) to download 'content'...
