Is it possible to create an ebook in DP7?

All depends how you define eBooks. There a lots of eBook creation software out here. For some an eBook can be a PDF file. Xara can do that.

I create eBooks using something called Desktop Author http://www.desktopauthor.com/ . Some of these books are here: http://www.5577design.com/epublications.htm. I used XDP to create all the graphics for these books.

An e-pub document is not all that easy to create. I did it using Adobe InDesign CS5 which can export to the epub format and pass the various e-pub certification tests.

There are some companies that can take a Word document and convert it to e-pub.

When I was looking to do this, I found several solutions that said they could convert a PDF file. The graphics converted and all the text came out as question marks.

I have had a play with Indesign. If you convert to flash you get the page turning option, though typical with Adobe products, a bit of a learning curve.

These days with all the iPads and the mobile device that people use for web browsing I would stay away from using flash.
