WEBSTYLE 3 - can u create a full website??

i'm very new to all this stuff and fancied having a crack at creating a basic website for my business.

my question IS : can you create a fully functioning website using Webstyle 3 or do i need to upgrade to 4???

No; neither 3 or 4 are intended for this; they are both website design tools - not building tools.
