Repel text problems

I'm making a page with several popup layers that open on Mouseover on hotspots in the left margin.
Some of those popup layers will have images on them, but when I use "Repel text under" it repels right down to the bottom layer, even when the pop layers are not visible.
Is there a way to control how far down it should repel, like only on current layer?
Or will I have to do the repelling manually?

Looks like it's a common problem.
I was using stretchy rectangles as background for some text and image(s), and with a dropdown shadow behind it to make it float above the page.
Not so compatible with iFrame I'm afraid. Guess that I can live without repelling here then...
