Text encoding in the Image ALT text

I'm experiencing incorrect encoding of the Romanian characters typed in the Web Properties/Image/Image Caption (Alt Text) text box. Some language specific characters are translated into base english best match and the unicode characters are replaced with a question mark.

The same characters are correctly encoded in the Text elements.

Does anyone know a workaround for this problem?

Welcome to TalkGraphics

The only thing I can think of is to try to use non-accented characters. There is a lot of problems mapping characters, even in e-mail.
