How do I create a background fade that is fixed?

I would like to create a background in faded blue that runs runs down the screen, that stays in the same position when I scroll text that I have created on top.

Is this possible in Web Designer 6?

You can accomplish two ways. You can use one of John Horn's Tweaks (found at the top of the web design topic list) or create a very tall thin panel that is taller than any web page you might create.
