Can this background (behavior) be reproduced in WD6

Hello,

My problem: I want to create a background (use a background image) what behaves like here: http://www.elove.com

If you scale this with browser window (for example to fullscreen) the "real" background image (what is orignia 1.600px x 1.000px) does not scale. Instead of this the image is centered and additional space (in fullscreen) is filled with background color.

I tried to make this (see my sample attached), did add backgroundcolour, but even with tweakset did not work fine. I did make page size to 1.600 x 1.000 px. I think there must be another solution for this (with layer?).

If there is a solution: Will it be a different way if:
a.) I use a image for the background
b.) a vector (imported vector or created with Xtreme?)
