Issues with Vista running very slow and choppy

I have been using Xara for years now and last year bought a computer that has vista home premium. This is a secondary computer so I haven't really used it a lot but when I did use it Xara seemed to run slow, choppy and dropped objects if you were to drag them across the page. It really makes it hard to do detailed work.

I haven't been able to find anything posted about this and don't know how to exactly explain what is happening so I'm uploading a screen shot video.

I'm not sure that this is the same issue, since it's unlikely an i7 would be used as a secondary machine. John713 could you give some more information about the spec's of the machine?
