As I stated in my post # 3, the problem seems to be that your frame isn't a regular rectangle, and I can't see any other way around the problem than cropping the frame. As you have found out, resizing doesn't help.
As you will observe below, the more you crop the frame, the better the fit.

@ Steve: Thanks for the comment. He was certainly a cool dude!

@ Nahuel: There is another way, if the frame shape has to remain intact, and that is to open the transparent frame in Paintshop Pro and copy it to the clipboard.
Now open the photo you want framed. Next, go to the Edit Menu and select "Paste as transparent image" (or even Paste as a new layer). Now if it doesn't fit, you can resize the frame image instead of the photo.
The only problem now is that the photo has to be the same rectangular shape as your frame to fit nicely.
I cheated and eliminated the rest of the photo outside the frame by hand tracing around the outside of the frame, using Xara Xtreme, for a cleaner result.
But you can achieve the same result using the Freehand Selection Tool, with the point-to-point method, or even smart edge.
    Saludos,
    Bob.
