Default Allow client to view pics, but not print

We would like to create a viewable proof disc for our clients, but not allow them to print our pictures.

Very difficult (to impossible) as there is always PrtScrn or third party screen capture which can save a screen dump then print that.

only two things I can suggest:

    1) make sure that the image size/resolution is such that a quality print is too small to be useful

    2) overlay them with a watermarking pattern

However neither of these approaches may be practical, depending on what 'proofing' is involved here

They will be able to print what they have been given, as Sledger has pointed out

Brookmeyer, your request has been made many times before and has already been said, it's not possible to make your work unprintable/uncopyable. The best that can be done is to make it harder to print or copy. As has already been suggested, a common technique is to supply a lower res version with a watermark prior to purchase.

I've only chimed in so that you can see that there is a concensus that what you want to do is not possible. If an image reaches a computer people can access it and ultimately do as they wish with it if they have enough know-how.
