The best halftone filter I have found is Alien Skin's Snap Art / Comics plugin.
Snap Art does a lot of other things too; colour pencil, impasto, oil paint, pastel, pen and ink, pencil sketch, pointillism, stylize and watercolour.
But the halftone is pretty good. Font: Air Millhouse Italic, before and after.

Snap Art is good at rendering photos, too. Here's one of John "two jags" Prescott, the former UK Deputy Prime Minister. Still recognisable as his utterly unlovely self with the halftone treatment.
