bug - layer gallery

hi

i think i found a bug in layer gallery
sometimes (i cannot find the sequence) layer gallery menu has some options disabled
'copy' 'delete' and 'properties' are disabled
but 'new layer' and 'create guide layer' are not

dbl click works fine so i can reach properties but...

when i open new file sometimes problem repeats for new file but sometimes not

to enable these options i need to close layer gallery and open it again
