sounds like
- when i put red fill to the object i get blue outline - is it a bug?
- no - simply don't put red fill to the object and your outline will not become blue

Perhaps it comes down to 'what is expected' over 'what the program does'?

A bug is something which is not designed or expected by the developers.
(An error in the coding)
If it is a bug then Xara developers will need to confirm this, otherwise it's just a result.
