Because the plug-ins give bitmapped effects, I try not to use them unless they are really needed.

I play around with them simply because I´m new to the program and it´s kind of fun to see what effects take place. If I were a more seasoned user, I´d probably steer clear of them.
Rarely. XaraXtreme is a (brilliant) Vector illustration app and that's how and why I use it.
I rarely use plug-ins for any application.

I love Live Effects ! That's where I use plugins. My only regrets are concerning locked effects.

xara is a brilliant vector illustration tool as has been said.
And one reason it is brilliant is in the way that you can manipulate bitmaps within it.
I use a lot of plugins, like Ivan I am very fond of them.
Sure. I could use a bitmap editor to do this, but I like very much the fact I don't need to - its integrated within xara.
Here is an example of the [long-suffering] donkey - turned into a reflection by mehdi melt and transparency - and a bit of fun using mehdi vibrations and transparency again, aiming for the 'enamel' effect - all done in xara.

I use them all the time -- step and repeat usage can create some great animation effects, etc.
The ability to use this feature is one of the main reasons I am a Xara customer.
I might use them for an occassional piece. It all depends on the requirements of the piece.
