Note that the "color bar" is stored on a non-printable layer. Open the Layer Gallery (F10) and change this configuration if you wish.
You can save this as your default palette ... before doing so may want change the page size, page orientation, page margins, and print options to match your needs. Oh, and I put the 09- in the filename to control the sort order of the File > New menu (I do this for all my template files except of course for the 'Animation' and 'Blank Photo' templates which I believe are "embedded" with the installation).
What I do from the Color Gallery is UnTick the "Show in Color Line" option of the 'Standard Palette'. Then use the corresponding named colors saved in my template. This will enable you to immediately use tints, links, and shades from the Color Line ... just like you used to be able to do in earlier Xara versions.
I don't think this will screw anything up in X4.

I am guessing that X4, X3.2 removed named colors from their default Color Line and added in the 'Delete unused colors when saving and loading' option to avoid problems of duplicate color names showing up in the Color Line (ie., white1, white2, black1, black2, black3, etc.) which existed in prior versions when pasting in or importing objects from other files.
