Looking for help creating a Warhol effect on photos as seen here...

I'm running version XI and know the color changer tool probably comes into play and that's about as far as I've gotten.

Hello,
Most probably, the girl, background, flower, and hair were selected and edited separately.

For faster result, try "posterize" effect (Effects > Artistic Effects > Posterize) with 3 or so levels
